Migrate GroupBuzz to Circle

GroupBuzz is no longer actively developed, and the "single channel" discussion list isn't serving our community as well anymore. I've been evaluating Circle.so as a likely alternative. Migration would include moving our GroupBuzz archive over so it's searchable.
